Notice for a Special Congregational Meeting

Date and time: 3 October 2021 following the morning service

Venue: Mount Olive Lutheran Church

Purpose: To consider proposed changes to the church bylaws as follows


As required by our Constitution this is official notice of a Special Congregational meeting to consider proposed changes to the church bylaws.

The Council encourages all church members to participate in this special meeting to ensure a quorum of 20% (36 people) in order that the decisions approved may be implemented.


The following changes are proposed:

  • Bylaw7.6 The quorum for all congregational meetings shall be 20% of voting members present. Delete the word ‘present’.

  • Bylaw 7.7 At the discretion of the Congregational Council, participation by voting members in a regular congregational meeting or a special congregational meeting may be by telephone or other communication medium, provided all persons participating in the meeting, whether by telephone, by other communication medium, or in person, are able to communicate with one another.


Renumber the following:

  • Bylaw 7.8 Proxy or absentee voting shall not be permitted in the transaction of any of the business of the congregation.

  • Bylaw 7.9 Bourinot’s Rules of Order, latest edition, shall be the governing parliamentary law of this congregation, except as otherwise provided in the constitution and bylaws of the ELCIC or in these bylaws.

  • Bylaw 9.4 (e). ‘ensure that receipts are issued for all contributions’ Move to Bylaw 9.5 and reword: The Financial Secretary shall ensure that receipts are issued for all contributions.
